Early in his profession, Don became part of criminal history while he served as counsel on the trial and appellate tiers inside the well-known “snail darter” case (Tennessee Valley Authority v. Hill, 437 U.S. 153 [1978]), litigated beneath the Endangered Species Act of 1973. The litigation ended in a a success assessment by way of the U.S. Supreme Court. In addition to practicing regulation in Chicago and the Pacific Northwest, Don has also taught regulation and served in senior administrative positions at the University of Puget Sound, University of Michigan, and University of Tennessee regulation colleges.
Since becoming a member of GTH in 1982, Don’s practice has centered on telecommunications, energy, and different utility law, state and municipal law, and commercial enterprise litigation, which include complicated litigation. He serves as General Counsel to public utilities and consortiums of public utilities engaged in telecommunication and power, together with rural location broadband initiatives and renewable electricity.
